Government-supported Services

  • The Workforce Investment Act – New York City Human Resources Administration – This initiative offers training certificates in three computer classes: Basic Office Assistant, Advanced Office Assistant and Accounting Assistant. This initiative also provides job readiness, support services and job placement, and is open to HASA/DASIS recipients and to other people with HIV with low incomes.
  • New York State Department of Labor – HIV Welfare-to-Work Initiative – MTS was selected by the New York State Department of Labor to be one of six providers in a statewide pilot project. Eligible participants complete a specialized Accounting Clerk/ Bookkeeper-training program, “Account-Ability.” Each participant is trained for entry-level in accounting assignments at both private and nonprofit enterprises. This program, which included placement, is open to people with low incomes.
  • New York State DOL – Wage Subsidy Program – This program provides competitive employment to welfare recipients. The Wage Subsidy Program reimburses employers for up to three months of wages and benefits for each person hired under this program. The program serves DASIS clients as well as TANF (Temporary Assistance to Needy Families) recipients.
  • The New York State Office of Vocational and Educational Services to Individuals with Disabilities (VESID) – VESID and MTS have been working closely since 1990. This relationship was strengthened and expanded in 1999 with the addition of Specialized Vocational Training to MTS’ services. MTS also performs the eligibility determination and intake function for VESID enrollment, and Direct Placement Services.

The Future

In 2000, MTS became an affiliated division of Village Care of New York. One of the region's leading providers of services to people with HIV/AIDS and to the elderly, VCNY has significantly expanded the range of services we can make available to our clients. VCNY operates two nursing homes: Rivington House (for persons with AIDS) and the Village Center for Care. In addition to a wide spectrum of health services-including adult communtiy services, certified home health care, day treatment, and long-term case management – VCNY also provides apartment living with services to seniors on Manhattan's west side.

As the AIDS epidemic continues to impact our society, particularly our communities of color, we are prepared to address the need for self-esteem, effective health care, professional growth and financial self-sufficiency among those affected.
